1. Job Title: Programme Officer – State Office VCG B (2)
Location:
Damaturu, Yobe State
Summary of Role
Provide oversight, coordination, monitoring and reporting of all VSF’s programmes in assigned State,
ensuring that targets are achieved within defined timelines and as outlined in the work plan. The
position will manage portfolio of projects for assigned State, and actively participate in furthering the
mission and goals of VSF.
The Position
Serve as the principal focal point on all aspects of VSF’s programmes in the state
Serve as the interface between the State and VSF on all matters related to planning,
programming, programme implementation, monitoring and evaluation of programmes
Coordinate the activities of State Office to ensure smooth and efficient programme planning
and implementation of activities
Ensure that programme activities are implemented according to approved work plans, set
deadlines, and within the budget limitations in assigned state
Continuously monitor, track and regularly advise the Director of Programmes and other
Programme Officers on revisions to project work plans to ensure that activities are carried
out as and when scheduled
Ensure that all required reports (Programme, M&E, Finance, Logistics, e.t.c.) are prepared
and submitted within the expected time frame
Represent VSF in all meetings with State Officers; Development Partners and other
stakeholders at the state level
Promote VSF’s activities and brand in assigned state, ensuring that the Foundation obtains
huge mileage and solid goodwill for all its activities
Build a network of relationship and partnership that VSF can readily rely upon to ease its
activities in the State and its environ
Maintain constant communication with members of the local communities to ensure
effective coordination of all VSF’s projects
Establish and maintain strategic relationships with policy maker, opinion makers, civil
society organization, media, coalition partners and other relevant partners in the state
Plan, organize and coordinate VSF’s capacity building events for the state
Support the Director of Programmes to build a knowledge base for national development
programmes through liaison with development agencies, and identifies potential areas for
collaboration with other agencies (either Government and Non-Government)
Identify and ensure that new project initiatives are consistent with VSF’s mandate and
vision
Ensure that project closure and evaluation procedures are carried out in a timely manner
Disseminate and exchange information on projects, programmes and development
priorities with relevant stakeholders in the state

Position Specifications
Education
Degree in social sciences, law, education, peace building, conflict resolution, arbitration, international
relations, international development, development studies, economics, social sciences, community
development, democracy and governance or equivalent. Possession of a Masters degree in
developmental studies or other related area would be an advantage.
Certification and Training
Previous training and certification in community development, peace building, conflict management,
law, education, protection and security, developmental studies, economic reconstruction, monitoring
and evaluation e.t.c. is required.

2. Job Title: Programme Officer – Monitoring, Evaluation and
Accountability Learning (MEAL) Officer VCG B (2)
Location:
Abuja
Summary of Role
The Programme Officer Monitoring, Evaluation and Accountability Learning (MEAL) Officer will be
responsible for the implementation of the Monitoring and Evaluation (M&E) framework of VSF’s
projects and contribute to the design and implementation of related core M&E activities (Initiation,
project start-up, implementation and close-out), providing technical M&E leadership for all VSF
program Units with specific attention to data quality and use.
Duties and Responsibilities
Conduct frequent visits to the field and assess the quality of on-going VSF programs
Ensure understanding and compliance with M&E procedures and provide guidance and
coaching to staff
Prepare monthly, quarterly and annual reports on project progress and monitor the overall
progress of VSF projects in achieving outcomes and intended goals.
Contribute to the development, design and planning of projects so that projects have clear
and feasible strategy towards impact that is in line with VSF s mission and strategy, and
include clearly defined measurable indicators for outputs
Develop program and operational reporting templates that facilitate the acquisition and
aggregation of information in programs
Develop and maintain a system for archiving M&E guidelines, tools, data files, analysis files,
reports and presentations for major activity undertaken
Coordinate mid‐term reviews and evaluation of program activities and ensure proper
documentation of innovative approaches and best practices for dissemination and sharing
experiences to promote repeat applications or scaling‐up in different community settings at
field level;
Assist in gathering, summarizing and disseminating relevant technical updates on program
planning monitoring, evaluation and operations research within the project.
Build capacity of data administrators and other staff on logical framework, data management,
analysis and results‐oriented programming
Provide support in creating standards for capturing data and its storage in the database
Provide support in the provision of technical training and capacity building in monitoring and
evaluation to VSF staff
Perform regular field visits to ensure the quality of data collected by field officers and
Program staff and to verify the accuracy of the data reported
Overview preparation of consolidated reports including concise narratives that capture
progress against indicators and provide VSF with accurate and user-friendly information’s.
Assist field officers and program teams in analysing and interpreting monitoring and
evaluation data’s.

Degree in M&E, Economics, Social Sciences, Business Administration or equivalent. Possession of a
Masters degree in project planning, developmental studies or other related area would be an

Certification and Training

3. Job Title: Procurement Officer VCG B (2)
Location:
Abuja
Summary of Role
Under the supervision of the Head, Admin and Finance, the Procurement Officer develops and
implements strategies for strategic purchasing, sourcing, vendor management, contract
development, needs assessment, contract amendments, cost analysis, contract compliance, and
optimal purchasing practices for VSF.
Duties and Responsibilities
Facilitates the selection activity, award justification, negotiation and contractual process of
VSF procurement process in keeping with laws, regulations, policies and procedures
Obtains price quotes from vendors and compares quotes with requested commodity
specifications and availability of items.
Prepares a variety of procurement-related documents, contracts, communications,
guidelines, instructions, etc.
Oversees adherence to contractual agreements, recommends amendments and extensions of
contracts, and advises concerned parties on contractual rights and obligations
Collaborates with user departments to develop clear and concise technical bid specifications
to meet department needs
Ensures requirements are clearly defined to allow for competitive quotes
Analyses submitted quotations to ensure accuracy in defining purchases such as supplies,
equipment’s, services or materials.
Prepares materials for bid opening and tabulate quotes
Analyses bids to determine responsible/responsive bidders and send analyses to
appropriate authority
Maintains lists of active vendors and maintains vendor files and database
Prepares and generates awards, purchase orders for goods and commodities
Handles routine complaints and questions regarding contract compliance related issues.
Advises on procurement and contract compliance issues/concerns as appropriate.

4. Job Title: Technical Officer on Projects VCG B (2)
Location:

Summary of Role
Provide oversight, coordination, monitoring and reporting of all VSF’s projects to the Executive
Director, ensuring that targets are achieved within defined timelines and as outlined in the work plan.
Duties and Responsibilities
Provide technical assistance, expertise and support to the Executive Director in the execution
of VSF construction projects
Oversee, plan, coordinate the Fund’s construction projects.
Coordinate/supervise the various Consultants and Contractors in construction related
projects and all other Building Projects and associated works of the Fund.
Professionally vet submissions from the Consultants and Contractors.
Budgeting and budgetary control of the Fund’s construction works.
Supervision of the Fund’s in-house building and construction works.
Work with different experts and stakeholders in facilitating construction projects
Serve as the principal focal point on all aspects of VSF’s projects in the state

5. Job Title: Programme Assistant Grants & Collaboration, Linkage &
Partnership VCG B (1)

Summary of Role
To support the Programmes Officer in developing, delivering and promoting the Foundation’s grants
programme, as well as creating effective partnerships to further deepen activities of VSF. The
position will provide technical and administrative assistance to the Programme Officer on all matters
related to grants application; review; approval and disbursement as well as coordinating linkages
and partnerships that VSF gets involved in.
Duties and Responsibilities’
Assist the Programme Officer – Grants and CLAP with the identification and interpretation
of program strategies and policies
Support in researching and developing materials and reports required for the success of
Grants and CLAP Unit
Proactively identify issues and problems that are likely to detract from the achievement of
objectives set for the Grant and CLAP Unit as well as the smooth running of the unit’s
programmes
Provide administrative support, as required by the project, to the Programme Officer –

6. Job Title: Logistics/Admin Assistant VCG B (1)
Location:
Damaturu, Yobe State
Summary of Role
Provide finance and administrative support and co-ordinate local logistic for the Foundation.
Responsible for management supplies, equipment and other materials used by VSF, including
maintaining and replenishing inventory, and working with vendors and service providers.
Duties and Responsibilities
Co-ordinate local logistic and inter-state movement of employees
Attend to Visitors, greet public and clients and direct them to the correct staff member
Answer phones and transfer to the appropriate staff member, receive, sort and distribute
incoming mail
Take and distribute accurate messages, co-ordinate messenger and courier service
Monitor incoming emails and answer or forward as required
Fax, scan, copy documents and prepare outgoing mail for distribution
Maintain office filing and storage systems, retrieve information when requested
Work with the Security Officer to manage the security of employees at the State Offices
Manage the imprest and financial responsibilities of the State Office
Update and maintain databases such as mailing lists, contact lists and client information
Update and maintain internal staff contact lists, co-ordinate and maintain staff
administrative records

Summary of Role
Supports the implementation of communications activities to increase awareness and understanding
of VSF activities with partners, the media, local communities, beneficiaries and the public.
Duties and Responsibilities
Support the Head of Communication in managing VSF’s brand, image and reputation
Develop and implement community outreach programs including social & community
awareness initiatives
Draft communications plans, messages, and community awareness on projects.
Assist in implementing communications strategies
Assist in ensuring enhanced visibility of the work and results of the work of VSF
Build and maintain partnership with stakeholders
Assist in taking and editing professional level pictures
Provide content and materials required to drive VSF’s message across all media

11. Job Title: Expediter VCG A (2)
Location:
Damaturu, Yobe State
Summary of Role
Provide logistics and required support for the Foundation. Ensure timely, efficient and effective
travel times of staff and drop off of documents.
Duties and Responsibilities
Ensure that the Foundation’s vehicle is in good condition
Deliver mail on behalf of the foundation
Pick up and drop off staff and guests of the Foundation
Convey staff and others on site visits
Ensure foundation’s vehicle are clean every morning
Provide logistic and admin support
Run errands
Other assigned tasks by Management
Position Specifications
Education
Must have at least Senior Secondary Certificate of Education with at least 3 credits. Higher
qualifications would be added advantage.
Certification and Training
Valid Driving License for type of vehicle engaged to drive. Additional training in defensive driving
skills e.t.c. would be desirable.
Experience
